The program required removing outdated features, redesigning guest areas, upgrading exteriors, and in many cases fully remodeling restrooms — all completed through open-store nighttime construction. Speed and consistency were critical, with the goal of delivering nearly a hundred remodels in a single year and completing the full rollout within 4 to 5 years.

Beyond scale, the client wanted to outsource 100% of architecture and construction to a trusted partner. The challenge was not just building efficiently, but managing design, permitting, procurement, and field execution across multiple states with varying regulations, climates, and subcontractor markets — all while guaranteeing on-time, on-budget delivery at every location.

Parkway Construction stepped in as Chuck E. Cheese’s full-service design-build partner, functioning as an extension of their internal construction department. The team managed architecture, permitting, procurement, entitlements, and field construction across the nationwide program, creating a single point of contact and consistent execution model across all states. To support the scale, Parkway staffed up with dedicated project managers and superintendents, enabling the delivery of two to four remodel turnovers per week while maintaining strict schedule discipline.

To ensure performance at volume, Parkway implemented the Four Disciplines of Execution (4DX) framework. With a clear “Wildly Important Goal” of achieving 100% project sign-off by year-end, the team tracked lead measures weekly and maintained transparent scorecards to drive accountability. Combined with structured systems, weekly coordination meetings, and turnkey design-build control from concept to completion, Parkway delivered a streamlined, repeatable process that removed variability and ensured consistent results nationwide.

Cheese locations within a five-year span while also constructing 30 new stores. Every project was delivered on time and within budget, even while completing complex nighttime renovations in fully operational environments. With a Master of Science in Construction Management from Louisiana State University and years of hands-on experience across federally and state-funded projects, he offers an understanding of both the technical and compliance sides of the construction industry.

Prior to joining Parkway, Kastan served as Chief Operating Officer for a firm specializing in nationwide federal labor law compliance. In this role, he worked closely with agencies including the Department of Labor, General Land Office, FEMA, and HUD to guide clients through the complexities of federal and state regulations. His leadership spanned commercial, multi-family, industrial, and heavy highway developments, where he focused on operational efficiency, team management, and business development.

Kastan’s passion for the industry extends to the classroom—he has taught construction management as an adjunct professor at Tarleton State University, sharing practical insights with the next generation of builders. OSHA 10 and OSHA 30 certified, he brings both safety awareness and strategic thinking to his role at Parkway, where he focuses on fostering client relationships, driving growth, and supporting project success.

A graduate of Northwestern Oklahoma State University with a Bachelor’s degree in Business Administration, Joe brings a results-driven approach to business development, shaped by over seven years of experience in sales across multiple industries. His foundation in client service and recruitment for real estate and private equity firms has sharpened his ability to understand unique business needs and deliver tailored solutions.

Before joining Parkway, Joe spent nearly two years at a general contracting firm, where he specialized in self-storage and medical manufacturing projects. This experience gave him valuable insight into the operational complexities and growth potential within these markets, and further fueled his passion for building long-term partnerships.

At Parkway, Joe focuses on lead generation, market research, and relationship development to support strategic growth across emerging and established sectors. His adaptability, strong communication skills, and industry insight make him a key contributor to Parkway’s continued expansion and client success.
