  1. Pre-Design Phase: This initial phase, where the project’s scope, goals, budget, and timeline are defined, typically lasts about 2-12 weeks. During this time, preliminary designs and feasibility studies are conducted to lay the groundwork for the project.
  2. Design Phase: This phase involves detailed design development and can take anywhere from 2-20 weeks. The design team works on creating comprehensive plans that meet all building codes and client specifications, often using tools like Building Information Modeling (BIM) for accuracy and efficiency.
  3. Pre-Construction Phase: Spanning 2-20 weeks, this phase includes planning, permitting, and procurement activities. Early involvement of the construction team helps in identifying potential issues and aligning all stakeholders on the project’s goals.
  4. Construction Phase: The construction itself depends on the project’s size and complexity. The integrated approach allows for overlapping design and construction activities, which significantly shortens the overall project timeline compared to traditional methods.

We align scope, budget, and schedule early using our 5X Build framework, which plans the job in concept, on paper, with partners, in the field, and by schedule to surface risks early and deliver predictable outcomes.

  • Schedule control: We create a Primavera P6 baseline with trade and owner input, then manage weekly with percent-planned-complete tracking and OAC coordination; we use push/pull strategies and 2–3 week look-aheads to keep flow.
  • Budget control: Open-book, progressive estimating at SD/DD/CD, plus early trade engagement and buyout; costs are tracked in Procore, with monthly Cost-to-Complete reviews up through CFO/COO for tight governance.
  • Procurement & risk management: Long-lead logs and just-in-time buyout are integrated into the schedule; weekly field and OAC meetings keep decisions moving and issues resolved in real time.

Safety at Parkway isn’t a checklist—it’s a system that starts in preconstruction and stays active through closeout. Every project receives a site-specific safety plan authored by our safety leadership, with periodic safety inspections to reinforce our culture and project needs. We embed “Safety & Quality Assurance” into our operational roadmap and into our 5X Build process—covering safety programming, orientations, and compliance/incident management—so expectations are clear before we ever mobilize. We also commit to regulatory compliance with all applicable laws, permits, and AHJ requirements.

On site, our superintendent owns a safe, secure jobsite and documents weekly safety checks, while the project manager conducts monthly reviews; a standing safety committee drives continuous improvement. Safety is a standing topic in OAC coordination, and on occupied or public-facing projects we add controls like secured tools/materials, defined parking and access, and—if the owner prefers—jobsite cameras to deter theft and improve monitoring. KASTAN MARTIN

Kastan brings a unique blend of operational leadership and regulatory expertise to Parkway’s business development team. With a Master of Science in Construction Management from Louisiana State University and years of hands-on experience across federally and state-funded projects, he offers an understanding of both the technical and compliance sides of the construction industry.

Prior to joining Parkway, Kastan served as Chief Operating Officer for a firm specializing in nationwide federal labor law compliance. In this role, he worked closely with agencies including the Department of Labor, General Land Office, FEMA, and HUD to guide clients through the complexities of federal and state regulations. His leadership spanned commercial, multi-family, industrial, and heavy highway developments, where he focused on operational efficiency, team management, and business development.

Kastan’s passion for the industry extends to the classroom—he has taught construction management as an adjunct professor at Tarleton State University, sharing practical insights with the next generation of builders. OSHA 10 and OSHA 30 certified, he brings both safety awareness and strategic thinking to his role at Parkway, where he focuses on fostering client relationships, driving growth, and supporting project success.

A graduate of Northwestern Oklahoma State University with a Bachelor’s degree in Business Administration, Joe brings a results-driven approach to business development, shaped by over seven years of experience in sales across multiple industries. His foundation in client service and recruitment for real estate and private equity firms has sharpened his ability to understand unique business needs and deliver tailored solutions.

Before joining Parkway, Joe spent nearly two years at a general contracting firm, where he specialized in self-storage and medical manufacturing projects. This experience gave him valuable insight into the operational complexities and growth potential within these markets, and further fueled his passion for building long-term partnerships.
